Let’s say it snows a ton, and the ton falls everywhere in a given area more or less equally. It’s harder for everyone to get around, until property owners start clearing sidewalks and the town itself does so for the roads. Of course anyone who isn’t a property owner doing this helps, but if it’s a property’s owner duty to make accessible paths around property as needed, the property owner with the most resources, or a tenant of that particular property owner’s residence, is probably going to be able to clear the sidewalks around them to the utmost.
